Design review committees in planned communities must include at least one board member who serves as chairperson.

For new construction or rebuilds in planned communities with design guidelines, security deposits must be placed in a trust account with costs shared equally between the association and member.

Associations must hold a final design approval meeting with member attendance and provide written acknowledgement that approved plans comply with all rules and guidelines in effect.

Associations must conduct at least two on-site formal reviews during construction and provide written reports of any deficiencies within five business days after each review.

Associations must release security deposits within 30 days if no deficiencies are found, or may hold deposits for up to 180 days while awaiting compliance reports; approval of architectural designs shall not unreasonably be withheld.
