Prohibits the import, sale, offer for sale, purchase, barter, or possession with intent to sell of ivory, ivory products, rhinoceros horn, or rhinoceros horn products in Arizona, except as specifically authorized.

Allows the Arizona Game and Fish Department to issue permits for importing, selling, or possessing ivory or rhinoceros horn exclusively for bona fide educational or scientific purposes, unless prohibited by federal law.

Permits the conveyance of ivory or rhinoceros horn to legal beneficiaries as part of an estate or inheritance upon the death of the owner.

Establishes civil penalties of at least $1,000 or twice the fair market value of the items (whichever is greater) for first violations, and at least $5,000 or twice the value for subsequent violations.

Requires courts to order seizure of all ivory and rhinoceros horn products upon adjudication of violations, with the seized items transferred to the Arizona Game and Fish Department for destruction or donation to educational or scientific institutions.
