Requires program materials to include a yellow 3.5-inch "Saving Lives" decal for the vehicle's rear driver's side window, a health information card with medical details, and a yellow envelope for storage in the glove compartment.

Permits emergency responders to search the glove compartment when a yellow decal is present and use the information for identification, assessing medical conditions, contacting emergency contacts, and informing treatment decisions.

Allows municipalities to charge program participants a nominal fee for program costs, with distribution of materials to law enforcement agencies for public distribution.

Provides liability protection to emergency responders for civil damages resulting from incomplete, incorrect, or outdated information, and for vehicle damage incurred while obtaining the information.
