Prevents the Department of Transportation from issuing new special license plates (with certain exceptions) if fewer than 2,000 requests were received for that plate in the prior fiscal year, effective January 1, 2018.

Allows individuals who obtained a special plate before January 1, 2018 to continue renewing that plate indefinitely, with donations continuing to be distributed per the original authorizing statute.

Removes a provision allowing special organization license plates to be issued to non-members upon written request from the organization.

Requires the Department of Transportation to notify nonprofit organizations that benefit financially from special license plates about the new discontinuation rules.

Exempts plates authorized under specific statutes (28-2404, 28-2407, 28-2410, 28-2411, 28-2414, 28-2415, 28-2416, 28-2416.01, and 28-2431) from the 2,000-request minimum requirement.
