Authorizes the Department of Transportation to issue women veteran special plates to veterans who submit satisfactory proof of veteran status and to immediate family members of license plate holders.

Requires the Department of Veterans' Services to pay $32,000 from the veterans' donations fund to the Department of Transportation for implementation of the women veteran special plates program.

Sets the special plate fee at $25, consisting of $8 for special plate administration (deposited in the state highway fund) and $17 as an annual donation (deposited in the veterans' donations fund).

Creates a separate subaccount within the veterans' donations fund for monies from women veteran special plate donations to be used for benefits to women veterans, including providing shelter to homeless women veterans as grants.

Allows the director of the Department of Transportation to permit women veteran special plates to be combined with personalized special plates, subject to additional personalized plate fees.
