Allows a quorum of remaining board members to fill vacancies by appointment of an interim member, with a 90-day deadline for districts not formed under article 3.

If the entire board resigns or cannot fulfill duties, or lacks a quorum, the board of supervisors shall appoint interim board members or an administrator to serve until the next election.

Changes reporting requirements so the fire district association must list elected officials and fire chiefs who attended training, rather than reporting on compliance with training requirements.

Clarifies that a majority of the board constitutes a quorum for conducting business.
