Prohibits teachers in school districts and charter schools from promoting partisan doctrine, advocating for or against political parties, or conducting partisan exercises during classroom instruction or extracurricular activities.

Requires teachers to refrain from encouraging students to adopt or promote the teacher's partisan or political viewpoints, and prohibits displaying student support for the teacher's political positions.

Establishes that violations constitute unprofessional conduct requiring certificate revocation for teachers; administrators who fail to prevent or cease such conduct also face certificate revocation.

Authorizes the State Board of Education or Superintendent of Public Instruction to withhold up to 10% of monthly state aid from school districts or charter schools that fail to prevent or cease violations within 60 days of notice.

Requires school principals to investigate complaints of violations before taking disciplinary action and mandates the Department of Education to cover all expenses for hearings conducted under this section.
