Caps annual tuition increases for resident undergraduate students at Arizona Board of Regents universities to not exceed the change in the GDP price deflator from the second preceding calendar year to the immediately preceding year.

Changes the state appropriation formula for universities from a mill levy on assessed property valuation to funding equal to 50 percent of the total cost of attendance for resident students from the previous fiscal year.

Maintains existing regulations on tuition and fee setting procedures, including public hearings, notice requirements, and roll call votes for board approval of tuition and fee changes.

Preserves exemptions from the undergraduate credit hour threshold (145 hours) for specific degree programs, dual degrees, licensures, certifications, and transfer credits.

Requires the Arizona Board of Regents to continue reporting to the Joint Legislative Budget Committee on enrollment, graduation rates, retention rates, and university debt obligations.
