Amends Arizona Revised Statutes section 13-3108 to expand the definition of "political subdivision" to include entities acting in any capacity, including under police power, proprietary capacity, or otherwise.

Adds "independent contractors" to the list of individuals whose firearms-related activities a political subdivision may regulate, alongside employees acting within the course and scope of their employment or contract.

Prohibits political subdivisions from enacting ordinances or rules relating to transportation, possession, carrying, sale, transfer, purchase, storage, licensing, registration, discharge, or use of firearms and ammunition more restrictive than state law.

Maintains existing exceptions allowing political subdivisions to regulate firearms in limited contexts including minor possession, commercial businesses, parks and preserves, and certain wildlife management activities.

Establishes that violations of ordinances regulating firearm discharge in parks and preserves constitute a class 2 misdemeanor unless the political subdivision designates a lesser classification.
