Prohibits cities, towns, and counties from having laws or policies that restrict government entities from sending to or receiving immigration and naturalization service information regarding any person's citizenship or immigration status.

Prohibits cities, towns, and counties from restricting law enforcement officers from gathering, sending, requesting, receiving, maintaining, or exchanging information about individuals' immigration status with federal, state, or local government entities.

Prohibits cities, towns, and counties from issuing government identification cards or documents that authorize a person's presence in the state if that presence violates federal immigration law.

Authorizes the Arizona Attorney General to determine violations and issue 60-day compliance notices to non-compliant cities, towns, or counties.

Directs the State Treasurer to withhold state shared revenue distributions from violating jurisdictions until compliance is achieved, with withheld funds redistributed to compliant jurisdictions based on population.
