Requires community college district boards to waive tuition and fees for the first two years for Arizona residents who maintain a minimum 2.5 grade point average on a 4.0 scale throughout the waiver period.

Permits district boards to continue waiving tuition and fees for employees, spouses, dependent children of employees, and nonresident students if determined to be in the state's best interest.

Makes the tuition waiver requirement contingent on both federal and state funding: federal law must provide at least 75 percent reimbursement and the state must provide at least 25 percent reimbursement by December 31, 2026.

Requires the state treasurer to notify the Arizona legislative council by January 15, 2027 whether the funding conditions have been met.

Includes technical corrections to Arizona Revised Statutes section 15-1445 regarding terminology and textbook and flag display requirements for community colleges.
