Establishes $3,500,000 annual appropriation from the state general fund to the Arizona job training fund beginning in fiscal year 2016-2017 and continuing thereafter.

Directs $3,500,000 in annual lottery revenues to the Arizona job training fund (renamed from "Arizona competes fund") after other lottery fund obligations are met.

Requires minimum 25% of job training fund monies be used for training small businesses with fewer than 100 employees and another minimum 25% for businesses in rural areas of the state.

Limits incumbent worker training to no more than 50% of annual job training fund monies and caps individual grants at 10% of estimated annual fund total.

Repeals Title 41, chapter 10, article 4 (Arizona Revised Statutes) effective December 31, 2016, with remaining unexpended monies reverting to unemployment compensation or state general fund depending on their source.
