Establishes one-year restriction for PSPRS (Public Safety Personnel Retirement System) preventing employers from contracting with or leasing retired members within one year of retirement date.

Adds 12-month restriction for CORP (Correctional Officers Retirement Plan) preventing employers from contracting with or leasing retired members within 12 months after retirement.

Applies restrictions uniformly across all three state retirement systems to prevent circumventing suspension of benefits rules when retired members return to work through contract or lease arrangements.
