Prohibits class G licensees (drivers under 18) from using wireless communication devices while driving for the first six months of holding the license, except during emergencies where stopping is impossible or creates additional hazards.

Peace officers may not stop or cite drivers for violations of the wireless communication device restrictions unless there is reasonable cause to believe another motor vehicle law violation has occurred.

Establishes civil penalties for class G licensees who violate the wireless communication device restriction: maximum $75 for first violation, $100 for second violation, and $100 plus 30-day license suspension for third or subsequent violations.

The wireless communication device restrictions expire when the licensee turns eighteen years of age, though any penalties or restrictions already imposed must be satisfied.
