Amends Arizona Revised Statutes Section 13-2910 to add a definition of "adequate shelter" for animals, requiring shelter appropriate for weather conditions with adequate ventilation, exercise space, and a solid floor with at least three walls for dogs kept outside.

Modifies the definition of "cruel neglect" to specifically include failure to provide adequate shelter (in addition to food and water) for animals under a person's custody or control.

Maintains existing criminal penalties: Class 1 misdemeanor for violations involving reckless cruelty, abandonment, or neglect; Class 6 felony for intentional or knowing violations involving serious physical injury or death.

Preserves existing defenses and exemptions for lawful activities including wildlife management under Title 17, agricultural activities under Title 3, and dog activities related to livestock herding or shepherding.
