Requires gubernatorial candidates to submit the name of their joint lieutenant governor running mate to the secretary of state no later than 60 days before the general election for joint placement on the ballot.

Applies the lieutenant governor nomination requirement to both primary election candidates (section 16-301) and independent candidates filing nomination petitions (section 16-341).

Transfers the direction, operation and control of the Department of Administration from an appointed director to the lieutenant governor.

Directs the legislative council staff to prepare conforming legislation to align Arizona Revised Statutes with these provisions for the 53rd legislature's first regular session.

Makes the act conditional on voter approval of a constitutional amendment (House Concurrent Resolution) at the next general election to establish the office of lieutenant governor.
