Amends Arizona Revised Statutes Section 41-328 regarding prohibited conduct by notaries public.

Requires notaries public to refuse to perform a jurat on any document that is incomplete on its face or known from experience to be incomplete.

Prohibits notaries public from notarizing their own signature or the signatures of any person related to them by blood, marriage, or adoption, as they must remain impartial witnesses.

Prevents notaries public from performing notarizations when they are an officer of a named party, a party to the document, or will receive any direct material benefit exceeding prescribed fees from the transaction.
