HB 2260 Summary

• Allows nonresident adoptive parents to adopt dependent children under juvenile court jurisdiction if the child is in the adoptive parent's home, placed by the department, and recommended for adoption by the department.

• Increases foster parent training requirements from 6 to 12 hours during the two-year licensing period and allows licensed foster parents to adopt without full preadoption certification if the department recommends the adoption.

• Establishes that dependent children committed to juvenile corrections must be reviewed by the foster care review board, and requires foster care review board review of children placed in licensed foster homes.

• Reduces state foster care review board membership from seven to three appointed members plus representatives from local boards (one member per ten boards, with a maximum of six per county).

• Schedules the state foster care review board to terminate on July 1, 2024, with section 8-515.04 repealing on January 1, 2025.
