Adds new exception to Arizona's parental consent requirement for minors seeking abortion when the attending physician determines the minor is mentally and physically competent to give informed consent under all surrounding circumstances.

Requires the physician to inform the minor in understandable terms of her pregnancy status, gestational age, and risks associated with her specific pregnancy and the abortion procedure.

Modifies existing exceptions to parental consent to clarify that exceptions apply when "any of the following applies" rather than "either" condition is met.

Makes technical corrections to language regarding court-appointed counsel and public access to confidential court records in judicial bypass proceedings.
