Establishes a manufacturer-funded electronic device recycling program requiring manufacturers of computers, monitors, and televisions sold in Arizona to register with the state department and submit collection plans by January 1, 2017.

Prohibits manufacturers and retailers from selling covered electronic devices unless they are labeled with a brand included in a filed manufacturer plan.

Requires manufacturers to provide free collection, transportation, and recycling services statewide with at least one collection site in each county and in cities with populations over 50,000, though household pickup is not required.

Creates the Covered Electronic Devices Fund financed by manufacturer registration fees and authorized transfers of up to $500,000 annually from the Recycling Fund until July 1, 2019, to support program administration and enforcement.

Program sunsets on July 1, 2026 under Arizona's automatic expiration statute.
