Requires the legislative council's executive director to prepare racial impact statements upon written request from any legislature member analyzing how bills would affect distinct racial or ethnic groups.

Racial impact statements must analyze disparate impacts in eight areas: criminal justice, public health, education, public welfare, consumer protection, voting rights, child protective services, and housing.

Prohibits bills for which a racial impact statement has been requested from being scheduled for third or final reading vote until the statement has been issued.

Requires the executive director to notify the chief clerk of the house and secretary of the senate when a racial impact statement is requested, and to deliver the statement within 15 calendar days.

Defines "distinct racial or ethnic group" as any race or ethnic origin category identified by the U.S. Census Bureau in the most recent decennial census.
