Extends groundwater exemptions in the Phoenix active management area (AMA) from December 31, 2019 to December 31, 2024 for irrigation water duties, conservation requirements, and withdrawal fees.

Modifies the water duty exemption fee payment deadline from March 31, 2020 to March 31, 2025 for persons owning irrigation acres in the exempted area.

Requires the director of water resources to consult with all cities and towns within the exempted area (in addition to existing canal companies and districts) when reviewing hydrologic conditions.

Changes the director's recommendation deadline for extending exemptions from December 15, 2015 to December 15, 2019.

Updates drainage water withdrawal permit provisions to account for groundwater withdrawn before January 1, 2025 from the exempted area as surface water when used at turf-related facilities or riparian habitat.
