Changes nomination paper filing window from 90-180 days before election to 90-120 days before election for primary and nonpartisan elections.

Prohibits candidate committees from making contributions to other candidate committees, and restricts transfers of contributions between a candidate's own committees based on office level.

Allows political action committees and political parties to contribute to candidate committees only using money from individuals, partnerships, candidate committees, other PACs, or political parties (prohibits corporate, LLC, and labor organization contributions to candidates).

Adds criminal penalties for corporations, LLCs, and labor organizations making contributions to candidate committees (Class 2 misdemeanor for entity, Class 6 felony for individual); and creates felonies for straw donor contributions, coerced contributions, and contributions using union dues or employment-required fees.

Requires political committees existing on November 8, 2016 to terminate by June 30, 2017, with filing officers authorized to administratively terminate or convert non-compliant committees.
