Adds a representative of a tribal government as a member to the state transportation board, expanding board composition beyond the existing district-based representation.

The tribal representative member is exempt from the five-year residency and taxpayer requirements that apply to other board members.

Maintains existing appointment authority with the governor appointing all board members for six-year terms pursuant to state law on gubernatorial appointments.

Does not alter compensation structure or other qualifications for non-tribal board members representing transportation districts.
