Amends Arizona Revised Statutes section 48-3708 to add a nonvoting tribal member to the Central Arizona Project (CAP) board of directors appointed by the governor.

The nonvoting tribal member must be selected from a list of three persons holding elected tribal office, with two recommended by a statewide council of Indian tribes and one representing an Indian tribe with a population exceeding 100,000 persons.

The appointed tribal member serves a four-year term or until they no longer hold elected tribal office, whichever occurs first, and may attend board meetings, participate in committees, and receive travel and subsistence reimbursement.

The tribal member position is nonvoting but otherwise grants full membership privileges, with vacancy appointments following the same nomination and selection process.

Initial term of the nonvoting tribal member begins January 1, 2017.
