Establishes a statewide safe-to-tell program within the Department of Education enabling anonymous reporting of dangerous, violent, or unlawful activity on school property, school-sponsored activities, or school buses.

Requires reported information to remain confidential and be promptly forwarded to law enforcement and school officials, with the reporter's identity protected except as required by law in criminal investigations or proceedings.

Authorizes the Department to contract with qualified third parties to operate a hotline or call center for receiving and forwarding reports, and to provide training programs to law enforcement and school district/charter school employees.

Directs the Department to post program information on its website and distribute educational materials to public schools including the anonymous reporting telephone number.

Creates the safe-to-tell fund for program implementation and operation, allowing the Department to accept federal monies and private grants, with the program set to end on July 1, 2026.
