Amends water quality fee fund to include revenues from operator certification fees for potable water systems (sections 49-352) and sewage treatment plants (section 49-361), depositing these fees into the water quality fee fund rather than the state general fund.

Modifies lead content standards for pipes, pipe fittings, and plumbing fixtures used in public water systems from a previous standard to a weighted average of one-quarter of one percent lead on wetted surfaces, with specific calculation methodology required.

Adds exemptions to lead content restrictions for leaded joints in cast iron pipe repairs, pipes used exclusively for nonpotable purposes, and certain fixtures 2 inches or larger such as toilets, bidets, urinals, and main gate valves.

Requires the water quality fee fund to be held in trust and used only for statutory purposes, prohibiting the legislature from appropriating or transferring these monies to the general fund or other state obligations.

Clarifies that section 49-353 rules apply specifically to public water systems as defined in section 49-352, subsection B, excluding irrigation, industrial, and similar nonpotable systems.
