Amends Arizona Revised Statutes section 46-294 to increase the cash assistance lifetime limit from 12 months to 24 months for heads of household, ineligible parents, and adult nonparent relative heads of household.

The 24-month time limit applies retroactively to cash assistance received on or after October 1, 2002, regardless of whether months are consecutive or the source of program funding.

Extends the cash assistance termination deadline from July 1, 2016 to August 1, 2016 for families that have received 24 or more months of assistance as of that date.

Maintains existing exemptions including child-only cases, assistance units on Indian reservations with over 50% unemployment, partial benefit payments, and adult recipients who were minor children when receiving assistance.

Makes the amendments effective retroactively from and after June 30, 2016.
