Adds section 3-1313 creating new crimes specifically for intentionally, knowingly, or recklessly causing injury, suffering, or torture to livestock or poultry; violations result in class 1 misdemeanor (or class 6 felony if causing death or serious physical injury).

Requires the Arizona Department of Agriculture director to be notified of investigations into alleged violations and prohibits local ordinances from being more restrictive than state law regarding livestock and poultry treatment.

Exempts normal agricultural husbandry practices, lawful extermination of destructive animals, and humane slaughter or euthanization from the new livestock/poultry crimes.

Amends section 13-2910 to expand animal cruelty statutes by adding "hoarding animals" as a criminal offense and clarifying that livestock and poultry in regulated agricultural operations are excluded from general animal cruelty laws.

Adds psychological evaluation and counseling requirements (at offender's expense) before sentencing for animal cruelty convictions and increases penalties for second or subsequent violations of certain animal cruelty offenses to class 6 felonies.
