Amends Arizona Revised Statutes Section 42-17056 to allow community college districts to resubmit a proposed property tax levy for voter approval at least 20 but not more than 35 years after initial approval.

Limits the resubmitted proposed levy amount to no more than two times the otherwise authorized levy amount for that year.

Requires a phased increase in levy amounts over three tax years if voters approve the resubmitted proposal: one-third increase in year one, two-thirds increase in year two, and full approved amount thereafter.

If voters disapprove the resubmitted proposal, the district must maintain the previously authorized levy and cannot resubmit another proposal for at least two years.

Does not apply to community college tuition financing districts formed under Section 15-1409, though the property tax oversight commission must set a levy limit meeting that section's requirements.
