Repeals Title 22, Chapter 1, Article 3 of Arizona Revised Statutes, which establishes and governs constable positions in Arizona justice precincts.

Removes constables from definitions of "peace officers" in multiple statutes and eliminates references to constables throughout Arizona law, replacing them with sheriffs or other law enforcement officers for civil process service and related duties.

Amends 40+ sections of Arizona Revised Statutes to delete constable-specific provisions, salary schedules, fee structures, and powers, consolidating constable responsibilities with other law enforcement agencies.

Transfers all unexpended monies from the constable ethics standards and training fund to the state general fund upon the bill's effective date.

Modifies election law provisions requiring nomination petition signatures for justice of the peace and constable candidates, removing constable-specific signature requirements.
