Amends Arizona Revised Statutes section 39-121.02 regarding public records access and legal remedies.

Court may award attorney fees and other legal costs to persons seeking public records if they substantially prevail in their action.

Prohibits courts from awarding attorney fees to officers or public bodies in public records access disputes.

Preserves the right of non-governmental parties to recover attorney fees, expenses, and double damages under Arizona Revised Statutes section 12-349.

Establishes a cause of action for damages against officers or public bodies that wrongfully deny access to public records.
