Amends Arizona Revised Statutes Section 41-745 to modify employment status classifications for Department of Child Safety (DCS) employees at pay grade 19 or above.

Requires DCS positions at pay grade 19 or above that are currently filled by uncovered employees to be converted to covered service for all future appointments to those positions.

Allows current covered employees at DCS positions grade 19 or above to remain in covered service with appeal rights unless they voluntarily elect to become at-will uncovered employees.

Covered service employees are entitled to appeal rights under Article 6 of the state personnel system chapter or Section 41-1830.16, while uncovered service employees remain at-will with no appeal rights.
