Moves gifted pupil programs from Group A to Group B educational category for school funding purposes, making them eligible for the higher Group B weight funding level.

Adds a new definition "G" for programs for gifted pupils in the school finance statutes and updates Group A and Group B definitions to reflect this change.

Adds a 0.115 support level weight for gifted pupils in the base support level calculation under Group B funding category.

Makes conforming changes to Section 15-779.02 regarding gifted pupil program scope and sequence requirements, changing references from "group A" to "group B" weight eligibility.

Makes the amendments conditional on voter approval of House Concurrent Resolution 2001 at the May 17, 2016 special election.
