Appropriates $1,000,000 from the state general fund in fiscal year 2015-2016 to the Department of Health Services for grants to develop training materials for proactive prevention education programs in middle and high schools.

Prevention education program must promote positive life choices by educating students about harms and consequences of destructive behaviors to reduce substance abuse and involvement in harmful social environments.

Program must include a proactive prevention component addressing substance abuse, violence, and other risky behaviors, plus an educational component focused on mental health.

Grants are to be awarded on a competitive basis to eligible applicants for developing the training materials.

Appropriation is exempt from lapsing provisions under Arizona Revised Statutes section 35-190, allowing unspent funds to carry forward.
