Establishes a 13-member study committee on Arizona's 911 system with representation from the governor, legislature, local governments, law enforcement, firefighters, telecommunications industry, and state agencies.

Directs the committee to examine the telecommunication service excise tax collection, impacts of tax reductions and fund sweeps on 911 services, funding comparisons with other states, and progress on Arizona 911 wireless phase II and next generation 911 deployment.

Requires the committee to assess the necessity, requirements, and costs to maintain and upgrade the current 911 system and make recommendations on the current funding mechanism.

Committee must submit findings and recommendations to the governor, speaker of the house, and president of the senate by November 1, 2017.

The committee automatically expires on December 31, 2017.
