Adds grocery stores as an exception to the 300-foot distance restriction from churches and schools for retailer's liquor licenses, provided the store has at least 4,500 square feet of retail space, derives less than 40 percent of gross revenue from spirituous liquor sales, and offers fresh produce.

Allows a grocery store issued a retailer's license under this exception to hold only one liquor license at that premises and prohibits the store from already having a liquor license for that location.

Changes the definition of "church" from "a building which is erected or converted" to "a building that is erected or converted" to update grammatical language.

Defines "entertainment district" as a contiguous area of no more than one square mile designated by a city or town that contains significant entertainment, artistic, and cultural venues and allows exemptions from distance restrictions within such districts.
