Establishes or authorizes regional transportation authorities in Arizona counties with populations between 400,000 and 1.2 million persons, or allows smaller counties to voluntarily establish such authorities.

Clarifies the executive director role, specifying that the regional council of governments executive director serves as the transportation authority's executive director until replaced by board discretion.

Amends fund distribution requirements to allocate revenues from the transportation excise tax, including minimum distributions to municipalities and the regional council of governments for planning and administrative staff.

Allows regional transportation plans to be approved by voters without a simultaneous tax approval; permits the authority to submit a separate tax measure within five years after plan approval if the initial tax measure fails.
