Requires associations to record amendment instruments within 30 days of adoption, with amendments becoming effective immediately upon county recordation regardless of periodic renewal provisions.

Mandates design review committees in planned communities include at least one board member as chairperson and establishes procedures for security deposits on new construction or rebuilds.

Requires security deposits be held in trust accounts with shared costs, final design approval meetings with owner attendance, and at least two on-site formal reviews during construction with written compliance reports.
