Adds section 39-121.04 establishing that petitioners seeking release of law enforcement records depicting witnesses under 18 or crime victims must prove public interest in disclosure outweighs the witness's or victim's right to privacy.

Grants crime victims whose images appear in law enforcement records the right to be present and heard in any court action seeking release of those records.

Adds section 39-123.01 prohibiting disclosure of a crime witness's personal identifying information (date of birth, social security number, phone number, home address, email, driver license number) by public bodies unless the witness consents in writing, a court orders disclosure, or the witness's address is where the crime occurred.

Clarifies that the new confidentiality provisions do not affect records transmitted between law enforcement, prosecution agencies, courts, or discovery and trial procedures.
