Amends Arizona Revised Statutes section 9-101.01 to modify rules governing incorporation of cities and towns in urbanized areas.

Through December 31, 2020, allows the board of supervisors to proceed with incorporation of an area with 15,000+ persons if that population exceeds the population of the city or town opposing incorporation, without requiring approval from the existing city or town.

Through December 31, 2020, exempts areas with 15,000+ persons that have a governing board (including planned community boards or special district boards) in counties where 60-65 percent of population lives in incorporated cities or towns from requiring annexation approval to proceed with incorporation.

Changes the timeframe for annexation petitions from "within 120 days of" presentation to "within 120 days after" presentation in multiple provisions.

Adds subsection H clarifying that planned community associations under declarant control are not subject to these incorporation rules unless the declarant grants permission.
