Amends Arizona Revised Statutes section 9-101.01 regarding incorporation and urbanized areas definitions.

Modifies language regarding county urbanization thresholds, changing references from "per cent" to "percent" and adjusting petition presentation timelines from "of" to "after."

Adds new subsection F allowing incorporation of areas with 15,000+ population that exceeds the population of the opposing city or town causing the urbanized area, without requiring city approval or annexation petition denial.

Extends certain provisions through December 31, 2020, including graduated reduction of urbanized area boundaries and exemptions for planned communities during declarant control period.

Renumbers existing subsections F and G to H and I respectively to accommodate new provisions.
