Department of Child Safety shall issue one or more requests for proposals and enter into contracts with private contractors to administer backlog cases by July 1, 2016.

Private contractors must complete all case aspects per department rules, finish investigations with disposition recommendations, manage cases involving service referrals, and return cases involving parental rights termination or imminent child danger to the department.

Department must report to the joint legislative budget committee within 30 days after each calendar quarter on the status of all backlog cases.

"Backlog case" is defined as any nonactive case with no documentation entered in the child welfare automated system for at least 60 days, no authorized services for at least 60 days, or no contact for at least 60 days after investigation and referral.

This section is repealed effective June 30, 2017, and the act is declared an emergency measure operative immediately.
