Amends Arizona Revised Statutes Section 8-103 to change language regarding adoptive parent eligibility from "husband and wife" to "married couple."

Removes a provision that gave placement preference to married couples over single adults when all other relevant factors are equal in adoption cases.

Maintains that adoption placement decisions must prioritize the child's safety, social, emotional, physical, and mental health needs based on relevant factors with no order of preference.

Retains existing factors for adoption placement consideration including marital stability, sibling placement, established family relationships, financial ability, child's wishes (if age 12+), birth parent wishes, and available support systems.
