Amends section 36-2803 of Arizona Revised Statutes regarding medical marijuana rulemaking and fee establishment procedures.

Removes the 120-day deadline for the Department of Health Services to adopt initial rules governing medical marijuana program implementation.

Prohibits the department from providing reduced application or renewal fees to patients who participate in the Supplemental Nutrition Assistance Program (SNAP), even if they qualify for sliding scale fees based on household income.

Requires enactment only upon affirmative vote of at least three-fourths of the members of each house of the legislature, per Arizona Constitution Article IV, Part 1, Section 1.
