Adds a new definition of "hydraulic fracturing" to Arizona Revised Statutes section 49-201 as the process of pumping fluid into or under the ground surface to create fractures in rock for oil or natural gas production or recovery.

Creates a new statute (section 49-211) that prohibits any person from engaging in hydraulic fracturing in Arizona.

Prohibits the collection, storage, or treatment of water in Arizona if that water is used in, generated by, or results from hydraulic fracturing processes.

Makes conforming amendments to section 49-701 (solid waste definitions) to update references and terminology related to the new hydraulic fracturing prohibition.
