Requires limited service pregnancy centers to be licensed as outpatient treatment centers under Arizona law.

Defines "limited service pregnancy center" as an organization providing pregnancy counseling or information for a fee or free of charge that does not perform abortions, make referrals to abortion providers, and is not currently licensed or certified by the state or federal government to provide medical or health care services.

Exempts limited service pregnancy centers from the temporary licensing provisions that allow other outpatient treatment centers to begin operating before an initial licensing inspection is completed.

Excludes health care providers, hospitals, abortion clinics, and family planning clinics that perform abortions, provide contraception, or provide abortion or contraception referrals from the definition of limited service pregnancy centers.
