Amends Arizona Revised Statutes section 38-651 regarding state employee health insurance to prohibit spending public monies, directly or indirectly, to pay federal excise taxes imposed by 26 United States Code section 4980I.

Applies the prohibition on paying federal excise taxes to both health and accident coverage for full-time state officers and employees and their dependents.

Makes grammatical changes by replacing "expend" with "spend" and "per cent" with "percent" throughout the statute.

Maintains all existing provisions regarding health insurance plan options, cost limits, coverage for dependents, and participation by school districts and local government entities.
