Appropriates $80,950,176 from the state general fund in fiscal year 2016-2017 to the Department of Economic Security for child care assistance costs.

Directs funds to eliminate the current waiting list for child care assistance and extend services to eligible families with incomes up to 165 percent of the federal poverty level.

Removes the previous statutory requirement that the department establish waiting lists and prioritize child care assistance by poverty level, allowing expanded access to services.

Maintains existing eligibility criteria for child care assistance including support for families transitioning off cash assistance, those diverted from assistance, and special circumstance families experiencing domestic violence, homelessness, or medical conditions.
