Amends Arizona Revised Statutes Section 8-822 to require the Department of Child Safety to apply its rules, policies, and safety assessment tools uniformly across the state.

Requires child safety workers to submit reasons for child removal and supporting information to their supervisor for approval before removal, except in emergency situations.

In emergency situations affecting a child's health or safety, allows removal before supervisor notification, but requires submission of removal reasons and information to the supervisor within two hours of removal or by 8:30 a.m. the next business day.

Defines "supervisor" to include both permanent supervisors and temporary supervisors assigned during the permanent supervisor's absence.
